shall have 10 years experience in engineering design, construction, maintenance, repair, operations of major real property facilities, facilities programming and planning, and the formulation, coordination, and administration of civil engineering plans and programs
shall possess a bachelor’s or higher degree from an Engineering ABET accredited college or university in the study of Engineering or Architecture or approved equivalent
